Coronavirus emergency

In this emergency phase, access to the municipal offices is allowed only by reservation to be agreed by calling i numbers you find HERE.

The validity of the expired identification and identity documents has been further extended to 31 December 2020. This is established by the decree-law of 19 May 2020, n.34, the so-called "Relaunch decree", converted into law n.77 / 2020, one the measures adopted by the government to deal with the socio-economic effects of the health emergency from Covid-19.

However, validity for expatriation purposes remains limited to the expiry date of the document. 

The extension covers both identity cards issued on paper and electronic (CIE).

 

 

In 2016, the Ministry of the Interior started the process to gradually replace, on the respective expiry date, the paper identity cards in use up to now with the new electronic identity cards (acronym: THERE IS). As is already the case for other identification documents (eg: driving license), the electronic identity card will be packaged and sent to the citizen by the Ministry itself: the Municipalities will only be responsible for collecting the requests for issuing new CIEs and of the relative data by the citizen. After a first group of about 200 experimenting Municipalities, the Ministry has identified a second group of 350 Municipalities, including Bra, which have been equipped with computer stations suitable for electronically instructing the issue of new CIEs Within the next few months, all Italian municipalities will have to abandon the issue of the old paper identity card and move on to the new procedure for the CIE Therefore, the Municipality of Bra started, with effect from Monday 2 October 2017, the procedure for issuing the new electronic identity card (CIE). The following paragraphs describe what changes and what doesn't compared to the old paper identity card.

1. DOCUMENT CHARACTERISTICS
The new electronic identity card is presented as a plastic card with dimensions uniform to those of other smart cards (ATMs, credit cards, driving licenses, etc.) now in common use. It is equipped with a computer microprocessor (chip) in which various information is electronically stored. Thanks to this, the new CIE is:
- an identification document of the citizen which allows the identity of the holder to be proven with certainty, both in Italy and abroad;
- a passport travel document in all countries belonging to the European Union and those with which the Italian State has signed specific agreements (eg "Schengen" area);
- a tool to be used to request a digital identity on the SPID system (Public Digital Identity System) of the State;
- a system to authenticate oneself in public administration telematic services that allow this method of identification.
The paper has a serial number printed on the top right hand side, which is named after the national number.

2. VALIDITY OF THE DOCUMENT
All paper identity cards already in circulation will remain fully valid until the expiry date indicated on them: the new CIE will be released only on that deadline, or as a replacement for theft, loss or deterioration such as to no longer allow its usability.
The validity of the CIE remains unchanged compared to the previous type of paper document:
• THREE years of validity for minors under the age of three,
• FIVE years of validity for minors aged between three and eighteen,
• TEN years of validity for adult citizens,
taking into account that the expiry date of all identity cards issued or renewed starting from 10.02.2012 corresponds to the day and month of birth of the holder immediately following the expiry that would otherwise be provided for the document itself as indicated above.

3. COST OF THE DOCUMENT
The cost of the CIE is established in € 22,20 (of which euro 16,79 goes to the State and Euro 5,41 to the City), to be paid at the cash desk in cash or via POS (cash machines and prepaid cards only) at the time of issuing the receipt of the request for issuance of the CIE (see below). In the future it will be possible to pay in advance also online through the Pago PA circuit, as soon as this is made available.

4. WHO CLEAN THE CIE?
The document production and printing process is carried out by the Ministry of the Interior - Istituto Poligrafico e Mint dello Stato, which will send the document to the citizen within six working days from the date of the request, to the address indicated by the applicant (own residence or at different domicile). The same can also choose to have the identity document delivered at the municipal counter where he presented the request. Considering the booking and delivery times of the new CIE, it is necessary for citizens to request the issue of the new electronic document well in advance, since it is not possible to issue it on sight.

5. WHO CAN APPLY FOR THE CIE?
The CIE can be requested by all those (Italian citizens, EU and non-EU citizens) who are registered in the Resident Population Registry of the Municipality of Bra or who in any case have their residence in that Municipality pursuant to the current regulations on the subject of Regulations. National Registry (DPR 223/1989 and subsequent amendments).
For citizens residing in another Italian municipality, the request from the CIE can only be made to meet needs deriving from serious and proven reasons that do not allow them to go to their municipality of residence (Ministry of the Interior Circular of 05/11/1999) and only after having received the relative authorization from that Municipality.
To request the CIE on behalf of a lower, he must be accompanied to the municipal counter by whoever has parental responsibility (parent or guardian), with a valid identification document and, in the case of the guardian, also a copy of the appointment sentence.

6. WHEN CAN THE CIE BE REQUESTED?
As with the paper identity card, the new electronic identity card can only be requested for the following reasons:
- First Release;
- Loss or theft of a valid identity card, upon presentation of the relevant report;
- Deterioration of the valid identity card, after checking its status by the counter staff;
- Expiration of the identity card (the renewal can be carried out starting from 180 days before the expected expiration).
The change of residence does not constitute a reason for the early release of the identity card; since residence is a datum that does not contribute to the identification of the person, the relative variation does not alter the function of the identification document (Ministry of the Interior Circular 31 December 1992 n. 24).

7. HOW DO YOU REQUIRE CIE?
The procedure for acquiring personal data takes an average of 20/30 minutes per person and there are two positions enabled by the Ministry at our Demographic Services. This means that waiting times are longer than those previously foreseen for the issue of the paper identity card. Therefore a dual channel of booking:
a) Online booking directly from home via the CIEOnline Institutional Portal, made available by the Ministry to the Internet address www.cartaidentita.interno.gov.it, within which the citizen, in addition to finding all the useful information for submitting the application for the release of the CIE, has the possibility, through the link https://agendacie.interno.gov.it, to book an appointment with the municipal offices and indicate the delivery address of the CIE; in this case, on the day and time booked, you will be presented, equipped with what is indicated below, at station n. 1 of the identity card counter, on the ground floor in Via Barbacana 6; it is advisable to bring with you, printed or on your smartphone or tablet, also the appointment receipt issued by the ministerial portal.
b) Booking by presenting yourself in person (for yourself or for others), during the opening hours of the registry offices, at the Information desk, at the entrance to Via Barbacana 6, ground floor, which will issue a booking receipt accompanied by the indication of the station, date and time to show up. In case of availability of seats, the booking in person can also be made for the same morning or for the afternoon of the same day if the offices are open in the afternoon; otherwise, the employee will propose the appointments available for the following days.
Therefore, those who have not already made a reservation can also present themselves, with the following information, directly at the Information desk, at the entrance to Via Barbacana 6, ground floor, which in case of immediate availability will issue an immediate booking receipt and will indicate the location to access; otherwise, it will propose to the citizen to book the service according to one of the above methods.
In case of doubts that cannot be resolved by reading these notes or by consulting in person the information desk on the ground floor of the municipal building, it is possible to call the number 0172/438385 (to the automatic responder indicate administrative services and then registry - identity cards), in office hours or book in person an interview of max. 15 'at one of the two positions of the Identity Cards counter, as described in letter b) above.
No phone book or mail order is provided.


The public opening times for demographic counters are as follows:
Monday, Tuesday, Wednesday and Friday from 8,45 to 12,45;
Thursday open all day from 8,45am to 16pm.
Reservations and access to the Identity Card counter are managed in such a way that requests can be processed within the opening hours respectively.
Il Saturday morning, during the opening hours of the Civil Status counter from 9,00 to 12,00, it is possible to access station n. 2 of the Identity Cards counter exclusively for the request for particular information or urgent paper identity cards for the exceptional reasons referred to in paragraphs 16. and 17 below, as well as for the booking of appointments for the CIE in the following opening days.

8. WHAT IS YOU TO REQUEST YOUR CIE?
Once you have obtained the reservation, or in any case access to the assigned location, you must show up with:
<br>• Identity card expired or expired or deteriorated; or denouncing of theft or loss of the previous identity card returned to the competent authorities.
<br>• A photo recent passport format (made no more than six months ago) and having the same requirements as the photos required by the Police Headquarters for the issue of the passport, namely: on a light background, with frontal pose, with bare head (except in cases where head is imposed by religious reasons, provided that the face is clearly visible - see instructions on http://www.poliziadistato.it/statics/10/fotografia_passaporto_web.pdf); alternatively, the photograph, however equipped with the aforementioned requirements, can also be contained in a USB key, in .jpeg format, maximum size 500kb and 400dpi.
<br>• The health card - tax code valid.
• Cash (€ 22,20, change can be issued) or an ATM card.

9. FIRM, CLEARANCE OR DETERIORATION OF CIE
As with the paper identity card, in case of theft or loss, it is necessary to report to the counter with the report made to the competent authorities (Carabinieri Station, Municipal Police, PS Police Post, Questura) and other identification document. If you do not have another identification document, you must go to the counter accompanied by two witnesses, with valid documents. To file the complaint it is useful to know the serial number of the lost or stolen identity card; if you do not have one, you can contact the Identity Cards counter in person (not by phone) after booking through the Information Office as per paragraph 7, letter b) above.
Furthermore, in the event of theft or loss of an electronic identity card, the citizen, in addition to filing a regular complaint with the Police Forces, must block his own CIE, to inhibit its use for access to services. online, by contacting the CIE help desk service available in the contacts at this link http://www.cartaidentita.interno.gov.it/contatti/, or by contacting the 800263388 number by providing the following information:
- Name and surname
- Fiscal Code
- CIE number if available
- Extremes of complaint lodged with law enforcement
(the service is active from Monday to Friday from 8:00 to 18:00 and on Saturdays from 8:00 to 14:00 and is valid only for the new CIE).
Once all this has been done, the municipal counter will then initiate the request for a new electronic identity card, with new serial numbers and effective date from the date of new issue (literally, therefore, not a duplicate), upon the new payment of the amount referred to in paragraph 3 above.

10. NON-COMMUNITY CITIZENS
Non-EU citizens must submit the original of the valid residence permit or the copy of the residence permit expired with the original of the receipt, attesting to the renewal request submitted before the expiry of the residence permit or within sixty days of the expiration of the residence permit. In case of request of the first identity card will have to submit toas well as the passport or foreign country recognition document.

11. VALIDITY FOR EXPATRIATION
The CIE can be issued valid or not valid for expatriation for all Italian citizens. When it is not valid for expatriation, a specific wording appears.
In order to obtain the issuance of an identity card valid for expatriation, the applicant must sign, at the counter, a declaration (see attachments at the bottom of the page) certifying the absence of causes impeding the issuance of the passport, pursuant to art. 3 of the Law 21 November 1967 n. 1185.
Minori
In the event that the holder of the document is a minor, this declaration must be made by those who have parental responsibility (parents or guardian). In the event that one of the parents is unable to present himself at the counter, he must send (also electronically, as provided for by art.38, paragraph 3, of Presidential Decree 445/2000) a declaration of consent for expatriation (see attachments, at the bottom of the page), drawn up on plain paper, signed and accompanied by a complete photocopy of an identity document.
In case of refusal of consent by a parent, the authorization of the tutelary judge is required to be requested in court. In the absence of the consent or the aforementioned authorization, the card will be issued not valid for expatriation.
The indications regarding the subscription by parents or those exercising guardian responsibility for minors under the age of 14 who travel unaccompanied by at least one of them and who intend to grant authorization to a natural person or a company remain valid. transport (eg airline or shipping company): they must sign the accompanying declaration which will remain in the records of the police headquarters. (See attached forms at the bottom of the page)
Foreign citizens
Non-Italian citizens, EU and non-EU citizens, adults and minors, can only obtain an identity document invalid for expatriation.

12. DIGITAL DIGITAL ACQUISITION AND VERIFICATION OF PERSONAL DATA
After the data entry operation that, starting from those who have reached 12 years of age, it also provides for the acquisition of the biometric data of the fingerprints, the operator will print a summary form that will be submitted to the attention of the applicant, for the verification of personal data and for the acquisition of the handwritten signature.
The acquisition of the signature is not carried out in cases in which the holder of the CIE has not completed the twelfth year of age and in all other cases in which it is impossible to sign.

13. PIN / PUK
At the end of the application procedure, the citizen will be given a form with a summary of the data containing the CIE number, and the first part of the PIN / PUK codes associated with it.
The second part of the codes will be contained in the CIE delivery envelope which will be delivered to the applicant's home or to the municipal office itself and will allow the CIE to be used to take advantage of all the services of the PA that require and / or allow authentication in network by this means. The summary form is not a substitute for the required ID

14. POSSIBILITY TO EXPRESS ON THE DONATION OF ORGANS AND TISSUES
The procedure for issuing the new CIE also provides for the right, for the adult citizen, to explicitly indicate consent or denial to the donation of organs and / or tissues in the event of death, by signing a declaration that will be sent to the Transplant Information System national (SIT).
This will may subsequently be modified at our offices at each renewal of the electronic identity card itself, or at any other time at the ASL CN2 ALBA BRA (currently at the Legal Medicine Office - Alba Office: Via Galimberti n.7 / b).

The consent to the donation of organs and tissues is free and does not involve the obligation or the need to register with organizations or associations.

15. PEOPLE UNDERSTANDED TO BE PRESENTED ON THE PATH FOR SPECIAL REASONS
For citizens unable to show up at the counter for serious health reasons, or because they belong to religious orders subject to cloister, or for reasons of detention, or others indicated by current provisions, a person appointed by the applicant (e.g. a family member) equipped with written delegation (see attachment at the bottom of the page) may request the release of the CIE for the person unable to attend by following the booking procedure referred to in paragraph 7, letters a) or b) above and presenting himself in his place: at the time of drafting the file for the CIE, the Registry Officer will report the impossibility of issuing fingerprints and will suspend the practice pending acquisition of the signature which will take place by agreeing with the citizen's delegate the transfer to home / hospital / retirement or detention home from part of a representative of the Municipality to verify the identity of the person and sign, if possible. The Registry Officer will resume the file after having scanned the handwritten signature and will complete it by sending the CIE production request.
Alternatively, the person with the delegation of the person concerned he may also request the paper version of the document to be issued carrying the expired identity card and three photographs: the procedure for the identification and signature by the interested party takes place as described above for the CIE request for a person unable for serious reasons.

16. EXCEPTIONS.
As of 2 October 2017, the procedure for issuing the CIE alone is usually mandatory at the Municipality of Bra, and the issue of the identity card in the old paper format is no longer envisaged, except in the following exceptional cases:
• Citizens enrolled in AIRE (Registry of Italians Residing Abroad); in fact, the possibility of acquiring CIE is not yet foreseen for them;
• Cases of real and documented urgency reported by the applicant for the following mandatory reasons, established by the Ministerial Circular no. 4/2017:
- health;
- travel;
- electoral consultation;
- participation in competitions;
- participation in public (administrative) competitions.
In such cases of urgency, the citizen must sign a substitutive declaration of the deed of notoriety (see attachment at the bottom of the page), pursuant to Presidential Decree no. 445/2000 and subsequent amendments, clearly indicating the circumstance invoked, as well as the modality in which the Office can check the declaration itself, in the case of fact, status or personal quality resulting from registers, deeds or documents held by a public administration; otherwise, the documentation, even if deferred, of the circumstance invoked must be made, within the term set by the Office, by the citizen who indicated it. In the absence, or in the event of total or partial non-existence of the circumstance itself, the citizen will be liable to the sanctions referred to in articles 75 and 76 of the aforementioned Presidential Decree no. 445/2000.
In the aforementioned cases, the issuance of the paper identity card will still take place according to the methods, times and costs previously envisaged with respect to the date of 2 October, when the CIE came into force in this Municipality.

16 / a. USE OF THE CIE RECEIPT RECEIPT AS A RECOGNITION DOCUMENT

With the circular 9/2019 the Ministry of the Interior has provided some clarifications on the use of the receipt of the Cie request as an identification document, confirming the possibility of using the receipt as an identification document pending the actual delivery of the identity document. To this end, since 3 March 2019 a QR code has been inserted on the first page of the receipt which, through the Ve.Do Application released free of charge by the Ministry of the Interior, allows you to verify the authenticity of the receipt presented and the existence of a Cie in the production or delivery phase, associated with the applicant and marked by the same number shown on the receipt. This tool also makes it possible to ascertain that the identity document has been delivered to the holder, a circumstance that prevents the receipt from being used for recognition purposes. The use of this document makes it possible to reduce cases of urgency for issuing paper in paper format: the receipt in fact compensates for cases of "real and documented" urgency (health reasons, participation in competitions or public tenders) already provided for in the ministerial circular 8/2017. 17. TEMPORARY TIME
Pursuant to the provisions of this Municipal Administration with resolution of the Municipal Council n.160 / 2017, taking into account what is also established by the combined provisions of the other Ministerial Circulars n. 18/2016 and n. 11/2016, in the period of first application from October 2, 2017 to December 30, 2017, in this Municipality will be admitted, on the grounds of the declaration of urgency attached to the request for the issue of the identity card according to the paper format, also circumstances and reasons of urgency other than those indicated in paragraph 16. above, provided they are congruous and reliable. Furthermore, in this period of first application, the substitutive declarations referred to in this and the previous paragraph will not be checked, except in the event of obvious falsehood or inconsistency of the reasons given.
From 31 December 2017, all the substitutive declarations attached to the request for the issuance of the identity card in paper format will be checked pursuant to article 71 of Presidential Decree no. 445/2000, with the procedures referred to in paragraph 16. above, with the possibility of applying the sanctions referred to in articles 75 and 76 of the same DPR, including the possible forced return of the paper document unjustly obtained.

18. CIE: ACCESS TO DIGITAL SERVICES

Ministry of the Interior and the Polygraphic Institute and State Mint announce that the free CIEid app is also available on the Apple Store. In recent months, the service had been activated for the Android operating system; now it has also been extended to iOS systems. Through the app, citizens can access with the CIE directly from home to the many digital services already offered by the public administration, including social security, health and personal data. Just identify yourself by "Enter with CIE", through your smartphone with the "CIE ID" application.
