ORDINANCES OF THE MAYOR RELATING TO EPIDEMIOLOGICAL EMERGENCY:
x HERE the ordinance n. 214 of 21 October 2020, valid from 22 October to 13 November 2020, containing some more restrictive measures than the national legislation to be applied in the city following the evolution of the epidemiological situation in the city
MEASURES ADOPTED BY THE GOVERNMENT AND THE PIEDMONT REGION:
x HERE the DPCM of 24 October 2020, in force from October 26th to November 24th. The numbers for the emergency
9 March: The Prime Minister, Giuseppe Conte, signed the Dpcm March 9, 2020 containing new measures for the containment and contrast of the spread of the Covid-19 virus throughout the national territory. The provision extends the measures referred to in art. 1 of the Dpcm 8 March 2020 to the whole national territory. It is also forbidden to gather people in public places or open to the public. Lastly, the letter d of article 1 of the Presidential Decree of 8 March 2020 relating to sporting events and manifestations has been modified.
These provisions take effect from March 10, 2020 and are effective until April 3, 2020.
March 8 - the new DPCM
With regard to the Coronavirus emergency, Prime Minister Giuseppe Conte signed today a new Prime Minister's Decree (Sunday 8 March 2020) (HERE the complete text). In application of the provisions contained in article 2 ("Measures to combat and contain the Covid-19 virus throughout the country") and with regard to municipal structures, museums will be closed to the public from today until 3 April inclusive and the civic library. The mayor of Bra Gianni Fogliato invites citizens to comply with the rules indicated by the government, avoiding gatherings or potentially harmful behavior. “These are the days of responsibility, collaboration and awareness. It is important to scrupulously respect the indications aimed at containing the spread of the virus: I thank the Braidesi, the various city realities, the municipal staff, the civic volunteer work, the bodies and the institutions for the collaboration. My thanks also go to the health personnel for the great and precious daily work done. Our Administration continues to closely monitor the evolution of the situation (editor's note this morning a meeting was held involving Directors and management for the application of the provisions of the new Prime Ministerial Decree), in a continuous discussion with the bodies involved and in the scrupulous application of government directives ". Work is underway - in a fruitful collaboration between the municipal offices, voluntary associations and various city realities, in continuous dialogue with the competent authorities and in compliance with the rules - to implement plans and actions in favor of the weaker segments of the city .

The President of the Council of Ministers
Given the law of 23 August 1988, n. 400;
Given the decree-law of 23 February 2020, n. 6, containing «Urgent measures regarding the containment and management of the epidemiological emergency from COVID-19» and, in particular, article 3;
Given the decree of the President of the Council of Ministers of 23 February 2020, containing "Implementing provisions of the decree-law of 23 February 2020, n. 6, containing urgent measures regarding the containment and management of the epidemiological emergency from COVID-19 ", published in the Official Gazette no. 45 of 23 February 2020;
Given the decree of the President of the Council of Ministers of 25 February 2020, containing "Further implementing provisions of the decree-law of 23 February 2020, n. 6, containing urgent measures regarding the containment and management of the epidemiological emergency from COVID-19 ", published in the Official Gazette no. 47 of 25 February 2020;
Given the decree of the President of the Council of Ministers 1 March 2020, containing "Further implementing provisions of the decree-law 23 February 2020, n. 6, containing urgent measures regarding the containment and management of the epidemiological emergency from COVID-19 ", published in the Official Gazette no. 52 of 1 March 2020;
Considering that the World Health Organization on January 30, 2020 declared the COVID-19 epidemic an international public health emergency;
Given the resolution of the Council of Ministers of 31 January 2020, with which it was declared, for six months, the state of emergency on the national territory relating to the health risk associated with the onset of pathologies deriving from transmissible viral agents;
Considering the evolution of the epidemiological situation, the particularly widespread nature of the epidemic and the increase in cases on the national territory;
It was deemed necessary to regulate the framework of interventions and implementing measures of the decree-law 23 February 2020, n. 6, to be applied uniformly on the whole national territory, as well as to identify further measures;
Considering, moreover, that the supranational dimensions of the epidemic phenomenon and the interest of several areas on the national territory make necessary measures aimed at guaranteeing uniformity in the implementation of the prophylaxis programs developed at international and European level;
Taking into account the indications formulated by the Scientific Technical Committee referred to in article 2 of the order of the Head of the Department of Civil Protection dated 3 February 2020, no. 630, in the sessions of 2, 3 and 4 March 2020;
On the proposal by the Minister of Health, after consulting the Ministers of the Interior, Defense, the Economy and Finance, as well as the Ministers of Education, Justice, Infrastructure and Transport, University and Research, Agricultural Policies food and forestry, cultural goods and activities and tourism, labor and social policies, for the public administration and for youth policies and sport, for regional affairs and autonomy, as well as after hearing the President of the Conference of Presidents of the regions;
(Measures to combat and contain the spread of the COVID-19 virus throughout the country)
1. In order to counter and contain the spread of the COVID-19 virus, the following measures apply throughout the country:
a) congresses, meetings, meetings and social events are suspended, in which healthcare personnel or personnel in charge of carrying out essential public services or utilities are involved; any other convention or congress activities are also deferred to a date subsequent to the end of the effective date of this decree;
b) shows, events and shows of any kind, including cinematic and theatrical performances, held in any place, both public and private, which cause crowding of people such as not to allow respect for the interpersonal safety distance of at least one meter referred to in Annex 1, letter d);
c) sports events and competitions of all types and disciplines, held in every place, both public and private, are also suspended; however, in municipalities other than those listed in Annex 1 to the Prime Minister's decree of 1 March 2020, and subsequent amendments, the holding of the aforementioned events and competitions, as well as training sessions for competitive athletes, is still allowed inside sports facilities used behind closed doors, or outdoors without the presence of the public; in all such cases, associations and sports clubs, by means of their medical staff, are required to carry out the appropriate checks to contain the risk of spreading the COVID-19 virus among athletes, technicians, managers and all accompanying persons who participate. Basic sport and motor activities in general, carried out outdoors or inside gyms, swimming pools and sports centers of all kinds, are admitted only on condition that it is possible to comply with the recommendation set out in Annex 1, letter d);
d) limited to the period from the day following the effective date of this decree and until 15 March 2020, the educational services for children referred to in article 2 of legislative decree 13 April 2017, n. 65, and didactic activities in schools of all levels, as well as the frequency of school and higher education activities, including universities and institutions of advanced artistic, musical and choreutic training, professional courses, masters and universities for the elderly, firm in any case, the possibility of carrying out distance learning activities; Post-university courses connected with the exercise of health professions are excluded from suspension, including those for doctors in specialist training, specific training courses in general medicine, the activities of trainees in the health professions, as well as the activities of the schools of ministries of interior and defense;
e) educational trips, exchange or twinning initiatives, guided visits and educational trips, however named, scheduled by school institutions of any order and grade are suspended;
f) without prejudice to the provisions of letter d), the readmission to the educational services for children referred to in article 2 of Legislative Decree 13 April 2017, no. 65, and in schools of every order and grade for absences due to infectious disease subject to mandatory notification pursuant to the decree of the Minister of Health of 15 November 1990, published in the Official Journal n. 6 of 8 January 1991, lasting more than five days, takes place upon presentation of a medical certificate, also in derogation of the provisions in force;
g) the school directors activate, for the entire duration of the suspension of the teaching activities in the schools, distance teaching methods also with regard to the specific needs of students with disabilities;
h) in universities and institutions of high artistic, musical and choreutic training, for the entire duration of the suspension, didactic or curricular activities can be carried out, where possible, with remote means, identified by the same universities and institutions, with particular regard to the specific needs of students with disabilities; Universities and Institutions, after the restoration of ordinary functionality, ensure, where deemed necessary and in any case by identifying the relative methods, the recovery of training activities as well as curricular activities or any other test or verification, even intermediate, that result functional to the completion of the educational path;
i) for the benefit of students who are not allowed, for the needs connected with the health emergency referred to in this decree, to participate in the didactic or curricular activities of universities and institutions of high artistic, musical and choreutic training, these activities can be carried out, where possible, using remote methods, identified by the same universities and institutions, also with regard to the specific needs of students with disabilities; Universities and Institutions ensure, where deemed necessary and in any case by identifying the relative methods, the recovery of training activities, as well as curricular ones, or any other test or verification, even intermediate, which are functional to the completion of the educational path; the absences accrued by the students referred to in this letter are not counted for the purpose of admission to final exams as well as for the purposes of the relative assessments;
l) accompanying patients are prohibited from staying in the waiting rooms of the emergency and reception departments and emergency rooms (DEA / PS), unless specifically indicated otherwise by the health personnel in charge;
m) the access of relatives and visitors to hospitality and long-term care facilities, assisted healthcare residences (RSA) and residential structures for the elderly, self-sufficient and not self-sufficient, is limited to the cases indicated by the health management of the structure, which is required to adopt the necessary measures to prevent possible transmission of infection;
n) the agile working method governed by articles 18 to 23 of the law 22 May 2017, n. 81, can be applied, for the duration of the state of emergency referred to in the resolution of the Council of Ministers 31 January 2020, by employers to any employment relationship, in compliance with the principles dictated by the aforementioned provisions, even in the absence of agreements individual therein; the disclosure obligations pursuant to article 22 of law no. 22, are acquitted electronically also using the documentation made available on the website of the National Institute for Accident Insurance at Work;
o) with a specific managerial provision, in favor of candidates who have not been able to take the exam tests due to the suspension referred to in article 1, paragraph 1, letter f) of the decree of the President of the Council of Ministers of 25 February 2020, the extension of the terms provided for by articles 121 and 122 of the legislative decree 30 April 1992, n. 285;
p) taking into account the indications provided by the Ministry of Health, in agreement with the coordinator of the interventions for overcoming the coronavirus emergency, the territorial divisions of the National Health Service ensure the Ministry of Justice suitable support for the containment of the spread of the infection of the COVID-19, also through adequate safeguards suitable to guarantee, according to the health protocols developed by the Directorate-General for Health Prevention of the Ministry of Health, new entrances to penitentiary institutions and criminal institutions for minors, with particular regard to subjects coming from the municipalities of referred to in Annex 1 to the decree of the President of the Council of Ministers 1 March 2020, and subsequent amendments, until the end of the state of emergency.
(Information and prevention measures on the whole national territory)
1. The following measures also apply throughout Italy:
a) the health personnel follow the appropriate preventive measures for the spread of respiratory infections provided by the World Health Organization and apply the indications for the sanitation and disinfection of the environments provided by the Ministry of Health;
b) an express recommendation is made to all elderly people or people suffering from chronic or multimorbable diseases or with congenital or acquired immunosuppression states, to avoid leaving their home or residence outside the cases of strict necessity and in any case avoid crowded places in the which it is not possible to maintain the interpersonal safety distance of at least one meter, referred to in Annex 1, letter d);
c) in the educational services for children referred to in Legislative Decree 13 April 2017, n. 65, in schools of all levels, in universities, in the offices of the remaining public administrations, information on the health and hygiene prevention measures referred to in Annex 1 is displayed in the spaces open to the public, i.e. of greater crowding and transit. ;
d) the statutory auditors and trade associations promote the dissemination of information on health and hygiene prevention measures referred to in Annex 1 also in commercial establishments;
e) it is recommended that municipalities and other local authorities, as well as cultural and sporting associations, offer individual recreational activities as alternatives to the collective ones prohibited by this decree, which promote and favor outdoor activities, provided that they are carried out without creating gatherings of people or carried out at the home of the interested parties;
f) in public administrations and, in particular, in the areas of access to the structures of the health service, as well as in all premises open to the public, in accordance with the provisions of the directive of the Minister for Public Administration of 25 February 2020, no. 1, disinfectant solutions for hand hygiene are made available to employees, as well as users and visitors;
g) in carrying out public and private bankruptcy procedures, appropriate organizational measures are taken to reduce close contacts between candidates and to guarantee participants the possibility of respecting the distance of at least one meter between them, as per annex 1 , letter d);
h) public transport companies, including long-distance ones, take extraordinary means of sanitizing vehicles;
i) anyone who, starting from the fourteenth day prior to the date of publication of this decree, entered Italy after having stayed in areas at epidemiological risk, as identified by the World Health Organization, or has passed through and has stopped in the municipalities of referred to in Annex 1 to the decree of the President of the Council of Ministers 1 March 2020, and subsequent amendments, must communicate this circumstance to the prevention department of the healthcare company responsible for the territory as well as to its general practitioner or to the pediatrician of free choice . The methods for transmitting data to public health services are defined by the regions with a special provision, which indicates the references of the names and contacts of public health doctors; if contacted via the single emergency number 112 or the toll-free number specifically set up by the region, the operators of the centers communicate general information and contact details for transmission to the territorially competent public health services.
2. The public health operator and the territorially competent public health services shall, on the basis of the communications referred to in paragraph 1, letter i), prescribe the stay at home, according to the methods indicated below:
a) contact by telephone and obtain information, as detailed and documented as possible, on the areas of stay and on the journey made during the previous fourteen days, for the purpose of an adequate assessment of the risk of exposure;
b) ascertained the need to initiate health surveillance and fiduciary isolation, inform the interested party in detail on the measures to be taken, illustrating the methods and purposes in order to ensure maximum adherence;
c) ascertained the need to start health surveillance and fiduciary isolation, the public health operator also informs the general practitioner or pediatrician of free choice from whom the subject is also assisted for the purpose of any certification for the purposes INPS (circular INPS HERMES 25 February 2020 0000716 of 25 February 2020);
d) in case of need for INPS certification for absence from work, a declaration is sent to the INPS, the employer and the general practitioner or pediatrician of free choice in which it is declared that for public health reasons, it was quarantined, specifying its start and end date.
3. The public health operator must also:
a) ascertain the absence of fever or other symptoms of the person to be placed in isolation, as well as of any other cohabitants;
b) inform the person about the symptoms, the characteristics of contagiousness, the methods of transmission of the disease, the measures to be implemented to protect any cohabitants in the event of the appearance of symptoms;
c) inform the person about the need to measure body temperature twice a day (in the morning and in the evening).
4. In order to maximize the effectiveness of the health procedure it is essential to inform about the meaning, methods and purposes of home isolation in order to ensure maximum adherence and application of the following measures:
a) maintenance of the state of isolation for fourteen days from the last exposure;
b) prohibition of social contacts;
c) prohibition of travel and travel;
d) obligation to remain reachable for surveillance activities.
5. In the event of symptoms, the supervised person must:
a) immediately notify the general practitioner or pediatrician of free choice and the public health operator;
b) wear the surgical mask provided at the start of the health procedure and move away from the other partners;
c) stay in your room with the door closed ensuring adequate natural ventilation, pending transfer to the hospital, if necessary.
6. The public health operator will contact the person under surveillance daily to find out about health conditions. In the event of symptoms, after consulting the general practitioner or pediatrician of free choice, the public health doctor proceeds according to the provisions of circular no. 5443 of the Ministry of Health of 22 February 2020, and subsequent amendments and additions.
7. On the whole national territory, the application of the sanitary prevention measures set out in Annex 1 is recommended.
(Monitoring of measurements)
1. The territorially competent prefect monitors the implementation of the measures provided for in this decree by the competent administrations.
1. The provisions of this decree take effect from the date of its adoption and are effective, unless otherwise provided in the individual measures, until April 3, 2020.
2. From the effective date of the provisions of this decree, articles 3 and 4 of the decree of the President of the Council of Ministers 1 March 2020 cease to produce effects.
3. The measures provided for in articles 1 and 2 of the decree of the President of the Council of Ministers of 1 March 2020, and subsequent amendments, remain unaffected. In the territories indicated in annexes 1, 2 and 3 to the decree of the President of the Council of Ministers 1 March 2020, and subsequent amendments, the measures referred to in this decree, where more restrictive, apply in any case cumulatively with any other measure envisaged by the aforementioned Articles 1 and 2.
4. The provisions of this decree apply to regions with special statutes and to the autonomous provinces of Trento and Bolzano, compatibly with their respective statutes and the relative implementation rules.

a) wash your hands often. It is recommended to make hydroalcoholic solutions for hand washing available in all public places, gyms, supermarkets, pharmacies and other meeting places;
b) avoid close contact with people suffering from acute respiratory infections;

d) maintaining, in social contacts, an interpersonal distance of at least one meter;
e) respiratory hygiene (sneezing and / or coughing in a handkerchief avoiding contact of the hands with respiratory secretions);
f) avoid the promiscuous use of bottles and glasses, in particular during sports activities;
g) do not touch your eyes, nose and mouth with your hands;
h) cover your mouth and nose if you sneeze or cough;
i) do not take antiviral drugs and antibiotics, unless they are prescribed by the doctor;
l) clean the surfaces with chlorine or alcohol based disinfectants;
m) use the mask only if you suspect you are sick or if you are assisting sick people.
March 2 - stop to educational activities until March 8
The stop to educational activities is extended until 8 March. To decide and communicate it, the President of the Region against the request for caution expressed by doctors and pediatricians and technicians of the Crisis Unit. The extension was decided with an ordinance signed by the President of the Piedmont Region, after hearing the Ministry of Health. The regional ordinance provides for the extension until 8 March including the suspension, already scheduled for 2 and 3 March, of the educational services of children and schools of all levels, as well as the frequency of school and training activities higher, professional courses including curricular internships, masters, university for the elderly, with the exclusion of specialists in the medical and surgical disciplines and distance learning activities. 18 hours. Schools reopen. The President of the Region has announced that students from schools of all levels and all levels of Piedmont will return to school next Wednesday, March 4th. On Monday and Tuesday, the buildings will undergo, in agreement with the regional school office, an extraordinary sanitation operation and only school staff will be able to access them. A decree of the Prime Minister (DPCM February 25, 2020) ordered the extension to Sunday evening of the ordinance prohibiting social, sporting, religious and educational events.

The suspended events include fairs, festivals, amusement parks, concerts, sporting events with the presence of the public, theatrical, cinematographic and musical performances, including discos and dance halls. We inform you that, in compliance with the contingent and urgent ordinance n.1 issued yesterday by the Piedmont Region and the Ministry of Health, all public events scheduled in Bra from today - Monday 24 February 2020 - to Saturday 29 February are suspended. 1. In order to avoid the spread of COVID-19 in the regional territory, the President of the Piedmont Region adopts extraordinary measures for adequate containment to contrast the evolution of the epidemiological situation.

February 23 - HOURS 18 - Updates
The Municipality of Bra closely follows the developments relating to the spread of Coronavirus in the Piedmont area.
The President of the Piedmont Region, together with the Prefect, the Regional Councilor for Health and Safety, in the afternoon anticipated that, starting tomorrow (Monday 24 February 2020) and for a week, educational activities will be suspended in all schools of all levels in the Piedmont area, including training agencies. February 23 - HOURS 14 - The joint declaration of the mayors of Bra and Alba
"Unfortunately, the first cases of contagion from Coronavirus occurred in Italy too, which after Lombardy and Veneto also reached Piedmont yesterday", declared the first citizens of Alba, Carlo Bo, and of Bra, Giovanni Fogliato.
